My opinion may be influenced by region (Siberia), but I will say.

1. 14 and 17 yo are not really different. No seventeen years old guy (or girl) have life experience that truly surpasses that of fourteen's. Nowadays kids are unmotivated (unoriented in life) slackers, even their social games are little effort and primitive entertaining, not developing. You must be very privileged by your intelligence or wealth (or, v. v., must be in extreme need) to mature in 17.
2. You all think that unequal relationships are definitely bad. How can you be so confident in that? Unequality is persistent in our society. And it is even considered useful in some special situations like PARENTING. And, seeing examples of bad parenting a lot, I am often happy that younger is dominated by elder, since at this age peer company is better for then. Even if a peer themselves is not so mature, for young person they are definitely better that rapidly aging apathetic passive, depressive, aggressive alcoholics those are your «true» parents.
3. The stance that 14 yo is barely in puberty is nonsensical. Puberty normally hits on early 10s. I do not say that every human on 14 is physically ready and must be in relationship, but it is NOT an argument.

So, the answer is YES.
